MLZ should serve your requirements, as Gracile notes. There appear to be some unresolved issues in generating RTL citations in a document that is primarily LTR (and vice-versa), raised recently in an inconclusive thread:
As a first step, set "fa" as the value in the Language field after installing MLZ. That should switch the item fields to RTL mode, for that item only. As far as I know, the remaining issues concern citation output only.
But what are you trying to do? You don't have to modify these files to create a style.

Any issues can be resolved pretty easily, I think, if you can provide feedback on preferred behaviour.
