Specifically, the current version of Zotero still uses the CSL 1.0 versions of those files, which can be found at https://github.com/citation-style-language/locales/tree/1.0 .

They're within the extension: Your_Firefox_Profile\extensions\zotero@chnm.gmu.edu\zotero.jar

But what are you trying to do? You don't have to modify these files to create a style.

How Zotero find out a document language when its language field are empty or have not standard value?
Is system language used when Zotero makes bibliography?

I want each item in bibliography separately be localized according to its language, so if a book is Persian it bibliography be styled RTL and english books remain LTR

MLZ should serve your requirements, as Gracile notes. There appear to be some unresolved issues in generating RTL citations in a document that is primarily LTR (and vice-versa), raised recently in an inconclusive thread:

Any issues can be resolved pretty easily, I think, if you can provide feedback on preferred behaviour.

As a first step, set "fa" as the value in the Language field after installing MLZ. That should switch the item fields to RTL mode, for that item only. As far as I know, the remaining issues concern citation output only.
