Full note in each new chapter

My institution requires that the full citation of an item appear when it is used in a new chapter, even when it appeared in a previous chapter. How can I get Zotero to do this?

    Splitting the project into separate documents for each chapter would produce that result.

    I had considered that, but that would create problems for my cross references. I would have to have two copies of the work, one complete and one broken into chapters. Is that the way it is normally done?

    It's currently the only way to do this at least.
    Stylistically speaking, cross-references across chapters sound like a bad idea to me.
