name-as-sort-order="all-but-the-last" ?

For the names, it looks like the CSL only provides the name-as-sort-order="first" name-as-sort-order="all" . I wonder whether there is a way to get the following format:

Smith, M., John, K., Edward, P. R. & N. L. Allan. 2003.

i.e. only the last author is surname in the end, all other authors are surname before the first name.

Is there something like name-as-sort-order="all-but-the-last" ? Or how I can use CSL's current ability to achieve this format?

This isn’t possible currently in CSL. Is that something required by a journal or style manual?

Yes, it is from a university's thesis requirement.

Not possible, no -- but I don't think we've even once seen this in a styleguide in fifteen years of creating some 2,500 different styles. What is this for?
