Automatic retrieve metadata for PDFs not working well for IJEE

The metadata retrieval works well for most of my pdfs, but I've noticed that for several/all of my articles from the International Journal of Engineering Education (IJEE), it can only do the title and authors and not the year, journal, volume, Issue, etc. Also for Pages it just has the total number of pages of the pdf file itself, not the range of page numbers from the journal (in the corners of the pdf). It doesn't get all the metadata whether I add it through my browser w/ the add-on or if I download a pdf and drag-and-drop in into the desktop app.

To reproduce:
Visit the IJEE page, eg: https://www.ijee.ie/contents/c360620.html
Click an article title link (would need proper access)
Click the save to zotero button.
Check the entry in the library.
Or in desktop, download the pdf, drag and drop to add it to the library, check the entry.

It seems a fairly straight forward PDF file that it should be able to read it. I can select the citation info at the top of the pdf and copy it, and when pasted into somewhere its I can confirm that it's being interpreted properly.

Any ideas why it wouldn't work?

    Anything can be a PDF — that doesn't mean Zotero can retrieve metadata for it. Read through Retrieve PDF Metadata for more details.

    You shouldn't expect high-quality metadata for papers that don't have DOIs. Zotero will extract the basic details it can from the PDF itself (e.g., title and authors), but that's it.

    This journal doesn't appear to even have article pages, so we couldn't even create a translator for the site. It's just not really part of the modern academic-publishing ecosystem that Zotero and similar tools are designed for.
