locator in bibliography

Something I've encountered several times recently is the use of locators in the bibliography of numbered styles
(e.g. Wiley Style and Annual Reviews style - i.e. relatively common/important styles)

This is most problematic for books, where the styles call for page numbers*, but there is no way I can get page ranges into the citation. I can't think of a good reason not to allow text variable="locator" in the bibliography - and that would take care of this issue.

Am I overlooking something? How is the status of this in csl 1.0?

*(and often total number of pages, but that's a different question and I know it's taken care of in csl 1.0)
