Semicolon in suffix appearing inside close quote of source title
I am trying to use the Microsoft Word plugin to insert "; emphasis added" (without quotes) as a suffix following the title of a website enclosed in quotes in a footnote. When I enter this in the suffix field, the semicolon appears inside the closing quotation mark enclosing the title, like so:
"History;" emphasis added.
I would like it to appear like this instead:
"History"; emphasis added.
I would appreciate any advice. Thank you!

Language/Locale: American English

Zotero/CSL automatically handles the placement of punctuation vis-a-vis quotation marks, but (in US English) as opposed to commas and periods, semicolons should always be placed outside quotation marks, so there's no scenario under which what you're seeing would be correct.
