CSL Error: Chicago 17 Full Note sort order

Cross-posted on the CSL GitHub. I might not have it fully correct, but here's the gist:

I'm experiencing a problem with how CMOS17 (full note) sorts entries in the bibliography.

From what I can tell, sources with no author (especially web sources, but probably other source types) are displaying the container title first, which is correct, but they're sorting by item title in the bibliography.
