Referencing a pdf

How do I reference a web page pdf in Harvard format? I am trying to add a citation for https://apps.who.int/iris/bitstream/handle/10665/274792/WHO-NMH-PND-ECHO-18.1-eng.pdf, Taking Action on Childhood Obesity. The file saves to zotero. But when I click 'Add/Edit Citation, it does not find it.

Also, how do I change the date format to day month year (UK format)?

    Anything can be distributed as a PDF, but that doesn't mean you'll get metadata automatically. You have to have a parent item with metadata in order to cite it. See https://www.zotero.org/support/adding_items_to_zotero#pdfs for more info.

    Your 2nd question relates to the citation style you are using. Without knowing that we can not help. Some styles don't have the language set, so those you could change to en-GB in the Document preferences in Word.
