Assign hotkeys to the different notetaking options in the native PDF editor

When you use the native PDF editor, there are 4 buttons.
Highlight, note, "snip", and color options.

Is there any way to assign hotkeys to cycle between those buttons?

Especially when I'm using the "note" feature. If you click on a page with note, it will unselect the "note" feature for some reason. This gets tedious after a while.
