Inconsistent abbreviation of foototes (Chicago, note)

Hello,

I am having an issue with how Zotero is abbreviating my footnotes in Google docs. For example, when a source is repeated, sometimes the footnote becomes abbreviated, but then I notice a few pages later that there is a full version of the footnote for the same source.

Any idea on why this is happening and how it can be fixed?
