Citation numbering restarts every page

Didn't use to do this - how can I fix it?

Citations start at 1 every new page. Refreshing does not fix the issue.

I have no section breaks in Word, and automatically update citations is enabled

Fixed. Open Footnotes, under numbering, change to continuous.
