Highlighting issue possibly due to multiple OCR layers

I am using Zotero's (6.0.5-beta.2+c510d9146) PDF viewer and its wonderful text highlighting feature. Unfortunately, I often encounter PDFs where for some pages it is not possible to highlight text, although an OCR layer exists. I am attaching such an example file (https://www.docdroid.net/iyW4RXv/highlight-issue-pdf), the first page works fine but the second one is faulty, although Mac's PDF viewer is able to recognize the text (https://i.imgur.com/s5Jublo.png). It seems though, as if there are multiple OCR layers, could this cause the issue?
