What are you trying to achieve here? This is first of all not a correct link. (it would be https://www.zotero.org/styles?q=eunomonia) And we haven't created the style, so that link leads nowhere anyway.
You will still need to provide the ISSN for the journal. "1552-3829" is for the journal called "Comparative political studies". We need the ISSNs for Eunomia.
(Based on an email we received, I think they actually already have a custom style written but haven't distributed it to all organization members, hence the "could not be found" error message when citing. @Kirsty_Davies, you should reach out to your colleagues to clarify. You're requesting that someone here create a style, which doesn't make sense if you already have one written.)
If that is indeed the case, share the code and I'm happy to look over it and get it added to the repository on your behalf. You can share the style via pastebin.com or a similar service.
