iOS: Downloaded files filter behavior

In the iOS app, I expected the "Downloaded Files" filter to only show files that have been downloaded to the device. However, when enabling the filter, it seems that entries whose files have not been downloaded are still visible. Am I misunderstanding the purpose of this filter?
