Upgrade StorageCan't download PDFs with chrome connector

For some reason, I am no longer able to download some types of PDFs with the chrome connector. I can download PDFs from academic journals, but not other PDFs. I am trying to download German parliamentary records, for instance: chrome-extension://efaidnbmnnnibpcajpcglclefindmkaj/viewer.html?pdfurl=https%3A%2F%2Fdserver.bundestag.de%2Fbtp%2F12%2F12111.pdf&clen=2014099&chunk=true, which is from this site: https://dip.bundestag.de/. But it also is no working on state-level parliamentary databases. I've never had a problem with this in the past.
I'm using Adobe Acrobat Pro DC for PDFs.
When I am on these German website and hover over the connector icon, it is grayed out and does not say "has access to this site," as it does on nearly all other sites.
Any help would be greatly appreciated.

dstillmanThat's the Acrobat browser extension displaying the PDF. Zotero can only save PDFs if you're viewing the PDF directly in the browser.
