Upgrade StorageBug: Duplicated annotations in PDFs

While annotating on an Ipad, the annotations are duplicated, specifically with the writing function (did not test other annotations)
Steps to reproduce
1. In pdf, bring up left pane to view annotations
2. return to PDF, select writing function, and begin annotating.
3. In a few seconds the annotations will "blink" very quickly and new instances of the same annotation will populate the viewing pane.
There are no error messages that pop up
