Trying to migrate from Zotero storage to WebDAV

I am trying to migrate from the Zotero storage to WedDAV so I am trying to download all my files from the Zotero storage. I went into the Sync preferences and checked to the boxes to Download files at sync time (all boxes on the Sync preferences page are checked) but when I sync the attachment dot remains empty. I can click on the reference to trigger a download but I am unable to trigger a download for all items. I tried to reset the sync history and it does not work. Does anybody have suggestions as to what to try to induce the downloads?

Ah I think it was working but it took some time to sync the files and there was not UI indication it was working. After some amount of restarts of my computer I noticed that all the references had a solid blue dot and local copies were made on my compuuter.
