Possible Bug: Zotero on macOS Fails to Visualize Highlighted Text for Specific PDF

For the paper located here (https://people.eecs.berkeley.edu/~efros/courses/LBMV07/Papers/rubner-jcviu-00.pdf), Zotero for iOS is able to highlight text normally, and this highlighted text is displayed on Zotero for macOS. However, on macOS text is not able to be highlighted with the text cursor, and attempts to highlight appear in the annotations sidebar but are not visually highlighted.
