Query - Footnoting system that does not require page numbers unless there is a quote?

Are there any footnoting systems that do not require page numbers unless there is a direct quote? A bit like Harvard in-text citations but as footnotes. I want to convert Harvard in-text citations to footnotes and a lot of the citations don't have page numbers.

It's also relatively easy to convert an author-date style that you like into a note style.
