Can we set the order of database in PDF resolvers

Can we customize the order of database that can download pdfs for PDF resolvers?
I want the zotero to firstly try to download pdfs for items using paid datebase (e.g, web of science, sage, ebsco, etc.) If no pdfs are available, lastly try sci-hub.

How to do this?
