I constantly need to add legislation documents and Zotero can't find the metadata, i've been trying to find a way to auto complete this documents, but nothing.

I'm brazilian, but besides the BR legislation, i'm frequently using UE and US documents.

For US federal and state legislation there are several (quite costly) subscription databases --Bloomberg Law, Lexis-Nexis, WestLaw. I do not know the quality of the Zotero translators for these services nor am I familiar with the styles that are available to meet your needs. There is a Zotero-fork program (Juris-M, previously named MultiLingual Zotero) that might meet your needs.

Have you been able to get this to work? I want to import PDFs of US (state and federal) cases downloaded from Westlaw. But when I attempt to retrieve metadata, Zotero/Juris-M can't find the metadata.
