Approximate/semantic matching of tags

I want to know if it's possible to match tags in semantic or approximate way, and if it's not, what I can do to get started to help implement the feature. I'm interested specifically in Zotero's web-based interface.

Example of what I'm talking about:
"data summarization" should match "data summarisation" (approximate match)
"data insights" should match "data summary" (semantic match)
