Have uninstalled and reinstallled.
Added the word plug in template directly in start up
ensured that both apps are not administrator
Ensured no firewall is blocking
and enabled the plug in in zotero

Remove the .dotm file from your Word startup folder and restart Word to confirm that the Zotero plugin is completely gone from Word. Then reinstall it from the Cite → Word Processors pane of the Zotero preferences and restart Word, and try again.
