Upgrade Storage'orphaned' child items when sync is slow

I'm not sure this is really a bug, but here we are.
(A) User 1 uploads new items into a group library (either as import, or without connectivity). Items have child items (e.g. notes). User 1 then goes online, and the library starts syncing.
(B) User 2 sees new items emerge in the group library and starts merging them with existing items.
Items that are merged onto pre-existing items before their child notes had syncd are orphaned.
A possible solution would be for Zotero to check for orphaned child items and to attach them to the items that resulted from the merge.
