Zotero macro can't be found or has been disabled because of your macro settings

I just installed both Office 365 and Zotero. As soon as I open a document I get the message "macro can't be found or has been disabled because of your macro settings". I've followed the instructions on https://www.zotero.org/support/word_processor_plugin_troubleshooting. I tried reinstalling, allowing access in the trust center, even enabling all macros. One thing I haven't tried is a full reinstall of office 365. After trying multiple solutions, I couldn't find a solution that worked.
  • If this is an institutional computer, your IT department may have disabled all macros, and you should ask them for help. The Zotero plugin is digitally signed and can be allowed as a trusted plugin.
