Tablet Files(modified) can't sync my changed PDF

When I use PDF Expert App to annotation and saved in iCloud, the Tablet Files(modified) can't sync my changed PDF.
I will pleased if you could tell me soultion

    I'm a bit confused what the problem is. The annotations are visible only on one computer and not the other? Or they only show up in Tablet Files on one of the two computers?
