Take 2- googledoc does not insert footnotes, chicago Manual of Style 17th edition (full note)

I am not able to insert footnotes while using a shared account with my colleague. She is able to, but I can't. Instead, it inserts a citation in the text. We both use googledoc. She is not able to sync and I can't insert footnotes. I don't any setting that specifies footnotes vs. citation. In Zotero, there is only an option to insert citation, nothing about footnote.

This fix does not work for me. I have version 5.0.82. It is not the exact issue. What I am having issue with is the footnote does not work. The citation is working if that is what I want.
