Why I cannot click on “Attached Stored Copy of File…” ?

Please, can somebody explain to me why is this option in one of my library unavailable (grayed)?

While in the second one it works perfectly fine?

Because the group is set not to allow file editing. The group owner can adjust that in the group settings, after which you'll need to sync.
