issue with macros in zotero.dotm under word 2016 (Win 10)

Hi,
I have tried pretty much everything proposed in the forums, from "by the book install" to "copy paste manually the zotero.dotm fil in your startup folder", but I think that the issue may lie elsewhere.
No matter how I put it, if I put the Zotero.dotm file in a Word trusted location, when I open MS word I get error messages such as "macros are disabled because you or your organisation decided to disable them" (it is in French, so the translation is approximate)
My question is : could it be that I need to reinstall word because I may have overlooked this "macro language" thing at the first install ?
Could it be something else ?

    Is this an institutional computer? If so, the message means what it says, and you should talk to your IT department. There's nothing for us to fix — the plugin is signed and works without any intervention in a standard Word installation.

    It is an institutional computer. Thanks for your reply, it is what I was suspecting so I'll insist that this is my IT's responsibility.
