Import error (XML parsing error)

I submitted this as error 1452414533.

I tried to import a ris file and got an XML parsing error. The text under the "File Handling" portion of the import interface was also blank—see this screenshot:

I had imported the same file to a different user profile a few hours earlier with no problems, so there should be nothing wrong with the file itself. Here is the file:
