How to reference the same article multiple times in IEEE Style?

Dear Zotero team,

1. How to reference the same article multiple times in IEEE Style?

When I for example I have references
[1], [2], [3] or more and in need to reference again article number [1] it makes it [1] instead of the number [4] and starts all over again numbering all next citations and references also as from number [1], then [2], etc.

I need citations and references to go in proper sequence consecutively in square brackets even if I am citing the same document later in the text. Please kindly guide how can I achieve this?

2. According to the guidelines http://journals.ieeeauthorcenter.ieee.org/wp-content/uploads/sites/7/IEEE-Reference-Guide_081920.pdf

Multiple references need to be separated by commas, [2], [3] and also gives publication month in references and at least 6 names of authors before et al. is there any updated version of the IEEE style that does these required aspects?
