Open alternative to APA

I don't know if this is the best place to ask this question, but is this (https://osf.io/fstbc/) still an ongoing project? If it is ongoing, is the focus simply on reference format or on other aspects of style relevant to publication as well (e.g., heading capitalisation, numbers, etc)? I think an open source alternative to the Publication Manual is definitely needed, and not just because the manual is difficult to access but because many of its style decisions should perhaps be reconsidered.

    This isn’t really related to Zotero at all, so discussing it elsewhere would be better. It’s a project I’m hoping to get back to—various folks are interested. But teaching responsibilities for this semester are currently taking priority.
