Extracted Annotations with Multiple Language

Can the "Note" created by the extracted annotations be formatted to recognize and display multiple languages?

What do you mean by "recognize and display"? Are you referring to the spellecker oro something else?
For the spellchecker, that has nothing to do with extracted annotations; it's currently English only. You can disable it:

or you can, with some more work, have it work in a different language, but I believe only one at a time:
