For Articles with no DOI, use URL instead?
For Journal Articles that have page numbers but do not have a DOI, is it possible to have the URL listed in the (APA-7th) bibliography instead?

You would need to modify the citation style.
Is this for a specific journal or just your own flavour of APA7 that you want.

does say:
If the journal article does not have a DOI but does have a URL that will resolve for readers (e.g., it is from an online journal that is not part of a database), include the URL of the article at the end of the reference.
