I am using Elsevier Harvard with tittles. I, however, find that when I insert bibliography the position of the publisher comes first before the city. How can I correct that?
There are several alternatives to harvard style. For example, in Imperial College London -harvard, the city comes before the publisher. You can download this style from zotero.org.

To further elaborate on "Harvard style", there is no one such style. Elsevier, as a publisher, adapted such a style for their journals. elsevier-harvard.csl is doing exactly what Elsevier wants for it's publishers. See: https://www.zotero.org/support/kb/harvard_style

What makes you think that it's wrong?
