Can't drag pdf files onto my library?

I cannot drag pdf files from my computer into my library. On my personal computer or work computer. A little red circle with a line appears on the file the minute I try to drag it. Help? Suggestions?

    You're trying to drag into a library that has file editing disabled. You (as the owner) need to enable that on the website and sync to update the local setting.
