Working paper appears with multiple authors in reference list

A working paper with 15+ authors appears in the reference list like this:

Carleton, T., Delgado, M., Greenstone, M., Houser, T., Hsiang, S., Hultgren, A., … Zhang, A. (2019). Valuing the Global Mortality Consequences of Climate Change Accounting for Adaptation Costs and Benefits. Retrieved from https://bfi.uchicago.edu/working-paper/valuing-the-global-mortality-consequences-of-climate-change-accounting-for-adaptation-costs-and-benefits/

Shouldn't it be 5 names and then et al? The style is APA

No, in APA 6th edition, in this case, the reference list includes six authors, then the ellipsis, then the last author (see example 2 in the manual).

Note that APA 7 increases the limit from 7 authors to 21.
