Sync Error #1395842690 unable to access pdfs

We have been using our own server storage to share pdf between users. Since old server is no longer supported, our IT installed a new server, IIS and WebDAV. However, we are unable to complete the sync in the new server. We tried reset file sync history, but after about 2 hours, it returned an error- Your WebDAV server returned an HTTP 413 error for a PUT request. Records (pdfs) were created in the new server; however, users are not able to access them.

We also noticed the following warning under preferences verify server:
A potential problem was found with your WebDAV server.
An uploaded file was not immediately available for download. There may be a short delay between when you upload files and when they become available, particularly if you are using a cloud storage service.
If Zotero file syncing appears to work normally, you can ignore this message. If you have trouble, please post to the Zotero Forums.
