Has anyone figured out how to write annotations for the bibliography in Zotero and then have them inserted when the bibliography is created?

Where do you put your annotations? In the note field?
You could create a custom CSL style that contains whatever is in the note field. Easy peasy.

Not "Note" -- "Extra" (I know, the CSL variable name isn't helping here...) -- notes can't be added to citations, if you want those, you'd need to use Reports.
