adding new item not working

In My Publications folder, either clicking green button for add new item or Menu--> File --> New Item. Nothing happens for me to enter a new publication.

Steps to reproduce:

1. Start Zotero.
2. Click on “My Publications” in the left pane.
3. Click on File.
4. new item:
OR
5. Click on green add button in shortcut menu.

Result:
4. Button does not react, does not work.
5. Zotero does not display anything where I could add the new publication

    You can't add new items directly to My Publications — you have to add them to your library and then drag there. It explains this in the middle pane when My Publications is empty.

    (Dragging an item triggers a dialog with further actions, which wouldn't work if it allowed you to create an empty item.)
