Add Item by OCLC number

Would it be possible to add OCLC numbers to Add Item by Identifier, or is there a problem with individual institution subscriptions? I know the WorldCat Search API requires institutional subscription... But the nice thing about OCLC numbers is that they have been assigned to editions and documents that preceded ISBNs, etc.
