While it would be nice to improve the search rankings of popular citations, we've already been seeing problems with spammers. We'd prefer to make zotero as bad a target for them as possible or it will be less useful to real users.
You will always have to live with Spammers.

rel="bookmark" would be the correct microformat.
URLs can be checked realtime against multiple blacklists on the Internet.
rel="bookmark nofollow" could be set for anonymous or known URL spam.
Use a technical solution and not a bad microformat (if used 100%).
My CMS Textpattern eg uses sbl.spamhaus.org against comment spam by checking IP addresses of commenters.
