How correctly to cite laws by APA?

edited December 23, 2019
I intend to cite:

International Covenant on Economic, Social and Cultural Rights
Adopted and opened for signature, ratification and accession by General Assembly resolution 2200A (XXI) of 16 December 1966
entry into force 3 January 1976, in accordance with article 27
Retrieved from https://www.ohchr.org/en/professionalinterest/pages/cescr.aspx

And I have found APA format:
Format:
Government Department (Year published). Document title (pub no). Retrieved from http://www.url.com

Example:
U.S. Department of Health and Human Services, National Institutes of Health. National Heart, Lung, and Blood Institute. (2003). Managing asthma: A guide for schools (NIH Publication No. 02-2650). Retrieved from http://www.nhlbi .nih.gov/health/prof/lung/asthma/asth_sch.pdf

I tried all ways. The best result for reference list was:
UN General Assembly. International Covenant on Economic, Social and Cultural Rights. , Pub. L. No. A/RES/2200 (1966).

It is not fit to the form absolutely:
Government Department (Year published). Document title (pub no). Retrieved from http://www.url.com

I filled the info as:

Item Type Statute
Name of Act International Covenant on Economic, Social and Cultural Rights
Author UN General Ass..., (first)

Public Law Number A/RES/2200
Date Enacted 16-12-1966
