When I save to zotero (google scholar),this problem occured. Because I am in China, I must use a plug-in.（https://github.com/haotian-wang/google-access-helper）.Web of science is ok except google scholar.

If this is google scholar it's either due to the access helper or because of https://www.zotero.org/support/kb/site_access_limits

I'm afraid we can't do much about either scenario.
