PDF downloading inconsistently

PDFs sometimes download to Zoterro & sometimes don't. Does anyone else have this problem? My debug is D8028499.

    Can you say more about what you mean here? What's the exact problem you're experiencing? Are you receiving some error message? What is the Debug ID meant to show?
