Zotero 5.0.76
Chrome Version 77.0.3865.120 (Official Build) (64-bit)
Win10
Seems isolated, other saving to Zotero is working great... maybe its a proxy thing?
Any help would be appreciated.

(FWIW, generally Zotero works better when saving from the abstract page, i.e. https://www-emerald-com.ezproxy.newcastle.edu.au/insight/content/doi/10.1108/IJRDM-08-2017-0180/full
in this case, though here it doesn't include the PDF)
The PDF icon shows up as normal (ie not greyed out).
Would definitely like it linked with PDF and not abstract. Noob question, but can I save the PDF locally and still extract all the meta data on Zotero (just manually change the URL link I guess?)
- save from the abstract page, download the PDF and attach it to the abstract using drag&drop
- just download the file and drag it to Zotero, which will then automatically get the metadata (so yes to your question).
That said, we'll want a debug ID from Zotero (the app itself, not the connector) for clicking the PDF icon button on that page. That should work and does for me:
