Citatation problems in existing document

I'm having two problems. I'm working on a document with existing citations, and I have Word 2016 (PC) set up so that citations are set to start from 1 in a new section (chapter). When I insert a new citation in between #3 and #4, it numbers it 1. When I hover over an existing citation, it shows the correct information, and notes are still correct and intact. But when I highlight an existing citation to edit it, Zotero won't let me edit and keeps trying to add a new citation. I'm using standalone Zotero, and it is up to date. I've refreshed the document multiple times.
