Title in Notes URL Link fields

When you seek to add a URL link in a note, a field called "Title" appears. What does that do?

It doesn't do anything in Zotero itself, but if you generate a report and save it as HTML, or export the note HTML some other way, it's the text that shows up in the tooltip for the link.
