Upgrade StorageMerging duplicate items converts "automatic" tags into "manual" tags

I noticed that when I merge two duplicate items, the resulting merged item has tags that get converted from "automatic" tags into "manual" or "user" tags. Prior to merging, one item has automatic tags, and another item has manual tags.
